"Are cheats enabled" procedure block

MCreator issue tracker has been migrated to GitHub.

Issue description

This procedure block could be useful to make admin/creative mode-only features, or to check if cheats are enabled before executing a command (since in 1.9.1+ commands will no longer need cheats to work)

Issue comments

I will add this in 1.9.1 in a form of check permission level block. For checking permission level of cheats enabled or not, one would check for permission level 2. I made a short wiki page explaining this for the time once the update gets released: https://mcreator.net/wiki/command-permission-levels
