How to add cooldown to key bind? Help

I am making a mod in which the player will be able to do "Bias to the side"

After some tests, it turned out that sometimes the player has the ability to hold down the key that triggers "Side Dodge" and move very quickly.
After discovering this bug, I asked myself: "How can I make a cooldown to" Dodge to the side? ", But I still haven't answered it. Any thoughts on how to make a cooldown on key bind?
