How do I make a pickaxe instant-mine, without using a Haste procedure?

I can't seem to get a pickaxe to instamine stone, or an axe to instamine wood etc, no matter how high I set the efficiency, without using a procedure to briefly grant the user Haste 2 when using the item. Can anyone provide a solution?
