Removing items, blocks or enchanting from vanilla

What would be the easiest way to remove certain items or blocks from vanilla? I image mabe a function that checks if you have a certain item in your inventory and just clears it, but i dont know. I am looking to for example to remove enchanting from the game, but i image its easier to maybe do something to the enchanting table and books.

Any suggestion?
