Please help with silk touch!

At first, I was having a problem with fortune on my ores. Then I realized that to get the same effect as a single item dropping ore such as diamonds or emeralds, I would have to make a loot table that only drops one item but works with fortune. One of the settings on there has to do with if the drop happens when you have silk touch or not, but none of my blocks work with silk touch! There is no setting in the properties or advanced properties of the blocks that I've seen that has to do with silk touch. I swear this used to be a thing. Do I need to use the creative pick item or what?
