Block spawning instead of other blocks

Issue description

By default, ores only spawn istead of stone.

Adding a feature for making block spawn instead of another block would be cool. You can make mud spawn instead of dirt, sand ores spawn instead of sand, ice ores instead of ice, etc.

You should also make is so some blocks only spawn in certain biomes
