HELP! Nether ore not generating!!

So I made a "nether gold" ore, I made it replace netherrack and I made it spawn in the nether. I set the frequency to 4 and 3.

It DOES NOT GENERATE!

HELP!

I fixed it by setting the spawn rate to 45 bc there is too much netherrack in the nether

Set the rate like 60 if your ore is more common because my ore is supposed to be rare...
