The way I think up of a mod is by basing the idea on a subject that can be expanded upon. For example the Verillius Rebirth mod I'm developing was originally based on being a Huge RPG and Story mod which left open too many holes for me to fill in, meaning it was a subject too broad. So I changed the subject slightly making the mod have less of a focus on Story themes and a heavy focus on the main RPG elements such as Progression Systems (Like higher tier equipment and tools), RNG Mechanics and Exploration.
Basically think of something that can be expanded upon such as the concepts of Souls or Magic.
The concept of Souls can be expanded upon with the use of Mobs (if you are good enough at making textures and models), Blocks such as a Soul Extraction Device that harvests the souls of mobs within a certain distance and Rituals make up from various items, blocks and procedures.
The concept of Magic can be expanded upon with New Mystical Plants that drop magical petals when broke, New Dimensions that can be created with the player doing certain combinations of magic to "Create" the dimension and obviously that will come with new blocks for players to use.
