Enchantment Remover Mod

Is it possible that someone could make a mod that can take enchantments off of items and then put the enchantments into a book?

Because I looked and the only mod I've found, the Enchvil mod, is severely outdated and doesn't exist for 1.12.2.
 

If another similar mod exists for 1.12.2, please let me know. Otherwise, if someone could make a mod for this I would highly appreciate it
