Why block dropped when harvest level lower than harvest level of pickaxe?

Why block dropped when harvest level lower than harvest level of pickaxe?

So... I can`t understand - why new block dropped when I mining it with a new pickaxe.
Harvest level of pickaxe - 6
Harvest level of Block - 7
And block dropped!

I don`t realy sure about this. It`s bug or not? And how to fix it?

What material is the block? I'm pretty sure that feature only works with rock or metal blocks.
