When attempting to run new snapshot, I am told I need a Java Runtime Environment. How exactly do I get this?

Title pretty much explains it, but yeah. I downloaded the new snapshot, extracted it, disabled the Windows protection and I was hyped to make a Nether biome. However, I was given a pop up labeling "This application requires a Java Runtime Environment." with no further elaboration. Is there a way to get this java runtime environment?
