How to make water change blocks

Hello, i had recently an idea to port blocks from 1.19 to 1.18 so players on mods who use 1.18 can have 1.19 content, but straight to the point, ive made a replica of mud block from 1.19 and it works pretty well, it has most mechanics of its original form as also some additional like smelting it into coarse dirt but the main problem is how to make that a vanilla block can sense that if neibhouring blocks are water ( for example 3/6 sides are submerged under water) can turn into modded one, exacly i mean by that that i want dirt, rooted dirt to turn into mud block from my mod if 1/6 sides of block (or more) is touching water, as also that mud turns into coarsed dirt if in range of 10 blocks there isnt any water. I also wanted to make one of mechanics from original block such as "if frown lingering/splash water potion on dirt/rooted dirt, change it to mud in radius of 3 blocks, ignore un dirt like blocks" can anyone help out?
