version 1.19.2 doesn't have many mods it the 1.16.5 is being abandoned being missing many things like mobs that can summon others than the evoker, no structure system with random chests loot no mobs with armor toughness, no option to use vanilla projectiles on mobs, no trigger when mobs attack, among many other things, by pressure from the minecraft community who wanted a 1.19.2 logo, so there's just a lot missing in version 1.16.5

You can already do many of those things you have stated such as "mobs that can summon others" with the procedures in 1.16.5, you just don't know how to implement the mechanic on your own mobs, which is fairly simple.
