How can I make tools with level 1000 enchantments?

I was watching some youtube videos and saw some like 'Minecraft but with fortune level 1000'. I looked for this on google but unfortunately, I could not find it tho. So how can I make a mod that allows me to add level 1000 enchants when crafted?
