Multi-tools & Paxels cannot break and drop blocks that require a tool

Ive noticed this issue across MCreator mods lately but I cannot seem to fix it for my mod at least. Whenever you set the "require tool for drop" to true, Multitools such as Paxels or the multitools provided by Mekanism ("Atomic Disassembler") cannot drop the blocks which they break.

They can mine through them easy enough, but will not ever give the drop for it.
An exception for this toggle to allow MultiTools to bypass the tool requirement would be very handy
