I also have the same problem since today.
I have tried a new installation and get this error already during the installation. My guess is that problems with Forge related, since now the version for 1.13 was released.

From what I've researched forge service is a bit troubled, I think this may be one of the factors of error! Please ONLY ONE of you, send this to the "Tracker"! :)
