Where is the official place to submit a feature request?

I have been submitting them on the Issue tracker and directing people there, but only today I found this subforum.
I don't know if it would be taking away from sorting bugs and if it does why is there an option in the dropdown on the issue tracker for a feature request?

I only ask because I don't want to be directing people to the issue tracker unless its the main way of suggesting a feature.

What is your preferred way for reviewing features Klemen?

The official place for feature requests are Issue Tracker and Forum, But it's best to use Issue Tracker as it can be found easier and can be voted

I think Discs would be a great idea, also, there are some problems with biomes and armor :)

I forgot same IDs for a block, item, etc. if the block or item or anything else is connected to the first one created, that would be great too, so, for example, you could make blocks which have a data value to change! But easily!

so it would be cool to have a way to change the provided item. as for items you right click with it is the item you right-clicked with. but what if you want to change another item when you right click. for example, if you wanted to change the damage value of another item.

-Make stairs and slabs 

-Make inventory in items

Some things I want in 1.8.4:
-Fullscreen
-Ability to give armor luminosity
-Ability to add more ores to custom dimensions, currently you can only have 1 per dimension
-Abilitiy to give armor custom durability.
