Mobs won't spawn on custom block

Mobs won't spawn on custom block

I added a new block and no mobs will spawn on it, I don't want mobs to spawn on it except one custom mob, but getting anything to spawn on it would be awesome. but nothing will spawn on it, how do I fix this?
