can i create SCP-096 in minecraft neoforge 1.21.4?

i want to create SCP-096 mod but i dont know how to create the system you know that system how does SCP-096 work sorry im from poland and i dont know how to say that you know that ehhhhhh you know. and i also want to create the anti-SCP-096 gogles yes i forgot thr name of theese gogles you know the SCRAMBLE ones is this thier name i also want to add that when you are runing witch the SCRAMBLE gogles they dont work (also when you are moving camera fast)
