Glowing Colour Procedures

So, i have a suggestion. Could there be a procedure that gives the player a specific glowing colour that they choose? (its hard to do it complicatedly with commands, for example, u have to do /team add, /team modify and so on which is annoying) so, i would like to know if theres any way/chance that u could add a prodecure that could give a player a custom coloured glowing effect.
