How do I reduce or increase swing animations? And other animation questions

Hi! Admittedly, I'm not that great with coding but, I wanted to find out how to increase, or mainly to reduce arm/leg swing, additionally, I wanted to find out how to create a constant swing animation at a certain speed not related to how fast the mob is going (Like rotation, but it changes direction upon reaching an angle('s).)
