Block that produces water that you can pick up with a bucket

Hello, I want to create a block in Mcreator that fills up with 20 MiliBucket every tick in Minecraft. The block should have no GUI and have a tank of 4000 MiliBuckets. If the block has at least 1000 MiliBuckets of water stored, the player should be able to click on the block with a bucket to get water. How can I do that?
