Repeat block doing all at once.

So im trying to spawn particles around a custom block on rightclick with a custom book, Is there a way to execute commands like particles in a loop without a command block?

The command works. the particles work but the problem is it does not wait 2 ticks repeat spwan particles wait 2 tick repeat, etc. They go all at once. Any help? :D
