Is it possible that a block search for another specific Block in a radius?

I wanna make an Redstone Remote Block that can send and recieve Redstone equally, but I wanna know if it possible that the Block that recieve the other Block that is sending the redstone signal automatically detect these blocks with the same frequency in a radius.

there is a procedure template for this. in the PROCEDURE TEMPLATES

select the : look por specific block in 3 x 3 x 3 radius
