How to make a wiki procedure?

Hello!

I'm currently working on my Pokemon mod and I want to have a procedure with a command there. When you only enter /wiki, a message with the text "Please enter a wiki article name" should appear and when you enter /wiki sample, there should be a link to /wiki/sample. How can I do this?
