Basic Admin Panel

This modification includes a basic admin panel with 5 simple features. Simply type in the command /adminpanel. Here is a rundown on the features.

1. Fly: Allows the user to fly (disables fly once killed or left the game)
2. Spawn TNT: Spawns TNT where the user is. (be cautious, the TNT spawns lighted, so run away after executing.)
3. Tools: Adds 1 Netherite sword and picaxe to the users inventory.
4. Debug Tools: Adds a full stack of barrier blocks and 1 debug stick to the users inventory
5. Admin Chat: Type anything in the text field then execute it by clicking the arrow button next to the text field. (Messages all players with system)
