cool idea, but doesn't raw ore already exist for metals? i get if you did this for the crystals (diamond, amethyst, etc.) but i personally don't think there should be iron fragments, gold fragments, etc.

But it's also unrealistic that you (technically) get a full ingot from one block
Check other games like Stardew Valley and stuff, some use that system (In SV you need 5 Ores for an Ingot etc.)

Also, there's something like this already implemented in Minecraft.

Check Nether Gold Ore, which drops gold nuggets, which work partly like fragments just without smelter.
Check Ancient Debris, which needs multiple ores (-> netherite scraps) to make one ingot.
