Make sure to use proper temperature, biome type and to enable raining.
There is snow in the biome of the main world, but there is no snow in the biome of the new world and there is no snow on the ground. I think when the biota of the new world is formed, snow will fall, and the ground will automatically generate snow. I've tried to turn on or off Imitate "overworld behaiour"and "Enable weather"options.
