Flight Ability whilst wearing armour

What im looking for: For the player to have the ability to fly whilst wearing a certain chestplate.

I've already tried using the "Allow provided entity to fly if true" procedure, but when i remove the armour i'm still able to fly.

Does anyone know a remedy for this?
