If they actually do something original rather than just being random ore mods (if their authors actually put some effort on them).
For example, if a mod adds ruby in a more creative way (for trading, magic, etc., rather than just ruby tools) it's not considered a bad mod.

My take is that if the mod is full of original ideas, not just something generic like a new ore type that's exactly the same as other ones, it's good. For example, if you made rubies, it would be bad if it was just simple stuff like ruby tools, ruby armor, a ruby dimension, etc. However, if you added unique stuff, such as new blocks related to that item (no, not just "block of ruby"), and gave them specific other uses (such as how emeralds can be traded with villagers), then it would be better.
so... like if it has lots of wood but also ore? and a few insects?

like lots of wood with unique uses and lore rather than just being dumb wood blocks that can be made into planks
my mods not dumb :(
well my wood can be used in crafting... and craft into bark and stairs and slabs and doors and fences and it can be stripped with axe
