Recipes not making what its meant to make

I had an idea to add wooden tools to my mod, you may be thinking, arent wooden tools already in the game? Yes, yes they are. But I wanted to add some more, like Oak Wooden tools, Birch Wooden Tools and all of them, after I make a recipe for them I go into game and to my surprise they work... exapt the Oak Shovel. Do some reason that just keeps giving me a wooden shovel. I have reported it as a bug and it got close qucikly saying its not a bug? I believe if the recipe doesnt make what its meant to, thats a bug. But whatever. Here is a screenshot of the recipe and the screenshot ingame.

Even clicking on the Recipe Book Oak Shovel, it makes the wooden one.
